1 — A Telegram price bot
The quickest start: search for a crypto price bot, press Start, and set a level with a command. Good enough for casual use. Before relying on one, check which price it watches and who runs it: an alert that fires on an averaged index can be minutes off the exchange you trade on.
2 — TradingView through a relay
TradingView alerts go to its app, email and webhooks, not Telegram. A relay service or a small script can take the webhook and post it to Telegram. Powerful if you alert on indicators, but it means a paid TradingView plan plus a second service. TradingView alerts compared.

Alerts for a whole Telegram group
Trading groups often want one shared alert stream: a level breaks, the whole group sees it at once. Most bots only talk to one person. Check that whatever you pick can post into a group or channel, and that only admins can change the alerts.

Fair questions, straight answers

No. Exchange alerts (Binance, Coinbase, Kraken, OKX and others) arrive only in the exchange's own app or browser. Telegram needs a bot or an alert service.
Not directly. TradingView sends alerts to its app, email and webhooks. Getting them into Telegram needs a relay that receives the webhook and posts to Telegram, and webhooks aren't on TradingView's free plan.
