1 — The exchange's own announcements
Every major exchange publishes listings itself. Binance posts them on its Announcements page and can push them to the Binance app if listing news is on in your notification settings. Coinbase moved all listing announcements to its @CoinbaseMarkets account on X, and new assets show up under the New tab on its Explore page. Free and official, but it's one exchange at a time, and you need each exchange's app installed and configured.
2 — Following exchanges on X
Most exchanges announce listings on X within minutes. Workable if you already live on X, but it's a feed, not an alert: a listing posted while you sleep is buried by morning.
3 — A web page monitor
Tools like Visualping or PageCrawl watch an announcement page and email you when it changes. Clever and exchange-agnostic, but they alert on any page change, not specifically a listing, and a site redesign quietly breaks them.

5 — Build it yourself
Entirely possible: n8n has a published listing-alert workflow template, and GitHub has several self-hosted listing bots. The work is in the maintenance: each exchange formats announcements differently and changes them without notice. What running your own bot really costs.
Announced vs live: two different moments
A listing usually happens twice. First the exchange announces it, often hours or days before trading. Then trading actually opens. The announcement is the early warning; the open is when you can act. Some exchanges announce every listing ahead of time, some list with no notice at all.
